First you need to login to your Facebook account because you can't permanently delete your Facebook account without logging in to Facebook. (Login in Facebook)
If you forget Facebook password or email then go to Facebook and click "can't log in" Provide details then login to your Facebook account so now i suppose you in your account.
Then if you want to download copy of your Facebook account then go to setting tab and click on "Download a copy of your Facebook data". Now go to given link to Delete your Facebook account permanently (Link). When you open that link then click on " Deleted my Account" that's all.
